Probably, but the reason these are known as the Romance or Latin countries is because of language, not genetic descent. Spanish, Portuguese, French, Italian, Romanian, and a few other European languages are all directly descended from Latin, and the countries in Europe where they are spoken were all parts of the old Roman Empire. That doesn't mean the people themselves are all descended from the Romans, although some of them certainly are. I probably have no Roman blood, but I can speak Spanish.

Actually, do not put Romania aside the other Romance countries, ever. This is because Romanians are the only Eastern Romance people. They are far more likely to have massive amounts of Slavic and Dacian(a tribe of Thracians) blood than Arabic etc. Hell, Romanian even sounds more like a Slavic language instead of a Romance one and while many Romanians have brunette hair etc they don't look even remotely close like Spanish people. Romanians(so not Romani people: gypsies) are mostly pale.
