No, they wouldn't be consider bright skin in the picture you provided. The answer above gave you a perfect example of a bright skin chick with the link she provided. Bright skin in the black community is a girl that is extremely light skin or just regular light skin. Example, Keisha Cole or Beyonce or anybody else along those lines will be consider bright skin.

Someone that glows. In particular pregnant woman have a certain glow about them. It can be any shade it just looks like they have a shine or sheen to their skin.

Bright skin is between pale and dark complexions. For example, Beyonce is neither pale or dark so she's bright skinned.
