Sure, North Koreans make money. Our money. they are well know to be one of the biggest counterfeiters of our money in the world.
Unlike here, if they don't work they don't have a government that trips all over itself to give them money for doing nothing.
If they are lucky enough to have a job, the average wage is about 3 or 4 hundred dollars(US) a year. Still, having money doesn't do you any good if there is no food to buy.

Within North Korea they use the won they receive as salary or they barter for goods. Stealing, from what I've read, seems to be a popular alternative as well. A lot of North Koreans trade across the border with the Chinese. The government takes a cut in that and other exports. I don't know if their still doing it, but a lot of very high quality counterfeit money, U.S., British pounds, and such, used to come out of North Korea.
