Should New Orleans rebuild the bad parts of the city too?

Why should the city of New Orleans spend money to rebuild the bad areas of the city when they know it will just turn into a high crime and/or drug area.

New Orleans has no money to build anything, Washington will pay. The question is what will happen to the criminals and drug dealers if they don't get shelter? You can certainly build an artificial island offshore from NO and make that their quarter. Or maybe make some deal with Mexico to ship them there.
