Why do some people say Vin Deisel is half black?

When his father was Dominican and died when he was born. His mother married a black men who isn't his biological father. He is half hispanic and half white not black!

He doesn't looks black at all either

Edit: Either way Dominican is not a race & Hispanic is not a race, but Black IS a race and since Most Dominicans are mixed with black (or just straight up Black), I think its safe to say that he does have some black in him.
